Hardware Tester
The hardware tester performs a series of 11 tests:

The hardware tester interrogates a PC's hardware (the physical components which you can see and touch) and it's firmware (the low-level system software which is an integral part of the PC).

No tests are made on the PC's installed application software, although Computer Experts do provide a separate software scanning program for this purpose.

Hardware Fixer
The hardware fixer is a small TSR (Terminate & Stay Resident) executable file, which monitors date activity at the system level - it is essentially a small software program which is permanently running. This file is physically loaded via the autoexec.bat at system start-up and is activated before the main components of the operating system.

There are two different occurrences, which the hardware fixer must deal with. If the PC is switched on at the point where the RTC rolls over to the year 2000, the fixer pre-emptively monitors and corrects any inaccurate date change in real-time. If the PC has been switched off at the time of the Millennium roll-over and is then switched on after the year 2000, the fixer cuts in when the system is restated and corrects the problem.

Pre-emptive corrective action of an incorrect date means that at no point in time is the system allowed to change to 1900. This means that any applications call date information from the RTC directly will NEVER receive the wrong date. This is referred to as "zero latency". It is important to note that not all millennium fixes work in this way, with many only changing the date to 2000 once the RTC has changed to 1900. Although this happens in a fraction of a second, there is still a latent period where the PC thinks it is 1900. This means that applications calling information from the RTC, could receive the wrong date.
